And why is it (apparently) so crappy? An organization with over 1,000 flag enthusiasts and scholars, NAVA thought I should know that a recent survey found that the flag for San Rafael scored an F. This is why I didn’t automatically delete the press release from the North American Vexillological Association (NAVA) when it arrived several weeks back.
